TDR Guard
The check to run before you file, once it launches. TDR Guard is designed to read your transactional data the way an Industrial Operations Analyst will read it later, and to report what an accepted file still gets wrong.
Rule by rule, against your contract
As designed, your file is mapped from your own column headers, so you do not rewrite your export to match ours; the mapping is saved and reused next period. Each row is then evaluated against the rules that apply to your contract and your SINs. Every finding carries a severity and, where one governs, the FAR or GSAM reference behind it.
Required fields present, correctly typed, within length, matching the permitted values and patterns. Some fields are required only for certain SIN prefixes, so the rule set changes with what you sell.
Line math that does not reconcile, and fields that contradict each other on the same row. The portal accepts these. A reviewer does not.
Checks that read the file as a whole rather than one line at a time, because the problems that surface at review are rarely visible in a single row.
Products and services carry different obligations, so each SIN is classified and the applicable rules follow from it. Sales tracking below the $100K / $125K minimum-sales criteria are designed to be raised as findings rather than left for you to notice.
The fee owed on reported sales, calculated at the rate on your contract and carried through to remittance status, so the amount and the period it belongs to are both on the record.
Your reporting basis and TDR participation status are designed to be checked before the file is read at all, so a submission built on the wrong basis would be caught at the front, not after you file.
Clause applicability, modification status, and Trade Agreements Act and country-of-origin exposure are contract-level judgements, not line-level fields. TDR Guard is designed to raise them and route them to FAR Guard, MAS Pilot's compliance engine.
Findings you can hand to a reviewer
As designed, each finding is ranked critical, important, or informational, and says what to change rather than only that something is wrong. Where a rule comes from published guidance, the citation travels with the finding, so the answer is auditable instead of asserted.
Each period you run is designed to leave a record: what was checked, what was found, what changed, and when. That trail is what you actually need at a Contractor Assessment Visit, and it is the hardest thing to reconstruct afterwards.
What TDR Guard does not do
Worth stating plainly, because a compliance tool that is vague about its limits is the expensive kind.
- → It does not file for you. The Sales Reporting Portal stays your system of record. TDR Guard is designed to be the check you run first; submitting is your act.
- → It does not determine compliance. GSA makes every acceptance and compliance determination. A clean run is evidence of diligence, not a finding in your favour.
- → It is not legal advice and does not render legal determinations on your contract.
- → It cannot promise acceptance, a faster review, or any particular outcome from a contracting officer or an Industrial Operations Analyst.
- → You remain responsible for the accuracy of every submission. Nothing here transfers that.
The date is derived, not remembered
As designed, your reporting cadence sits on the contract, so the deadlines follow from it, and TDR Guard raises a notice as a reporting deadline approaches, a separate notice for the fee, and an alarm when a period passes with nothing filed. Missing a deadline is the one failure that no amount of care inside the file can undo.
Questions
What does TDR Guard check that GSA's SRP does not?
The Sales Reporting Portal validates format. TDR Guard is designed to review the compliance layer: field and format integrity, line arithmetic and cross-field agreement, cross-row consistency, SIN classification and sales thresholds, IFF calculation and remittance status, and contract preconditions. The design routes clause, modification, and TAA questions to FAR Guard for contract-level review. It has not launched yet.
Does TDR Guard file my TDR report?
No. The Sales Reporting Portal stays your system of record. TDR Guard is designed to be the check you run first; submitting is your act, and GSA makes every acceptance and compliance determination.
When are MAS-TDR reports due?
Monthly, within 30 calendar days after the end of each month, including months with zero sales, once your TDR modification takes effect. The Industrial Funding Fee is remitted at least quarterly.
How do I get access to TDR Guard?
TDR Guard and FAR Guard have not launched yet. You can request access now; requesting access does not activate either module. Every request is reviewed before activation, and pricing is confirmed before activation.
