MAS refresh checklist: Refresh 31, 32 and 33
Each MAS refresh changes the solicitation, and a mass modification brings those changes into your contract. Read GSA's Significant Changes document, mark what touches your SINs, and accept the mass modification before its deadline. Refresh 32 is the latest, and Refresh 33 is planned for October 2026.
What changed, and what is coming
Refresh 33
- GSA's advance notice was last updated on September 24, 2026, and moved the refresh from September to October.
- The mass modification must be accepted no later than 90 days after it is issued. Its changes apply to orders issued after its effective date, including BPA calls.
- A new provision and clause for supply chain risk management, and FASt Lane eligibility extended to the whole solicitation.
- Class Deviation CD-2026-03 removes the Trade Agreements Act exemption for Federal Prison Industries and AbilityOne participating nonprofit agencies.
- A new product-substitution requirement in each Large Category, and updated Service Contract Labor Standards wage determinations.
- SIN changes, including three new subgroups under SIN 517312 Wireless Mobility Solutions and revisions for SINs 531 and 561510.
Refresh 32
- Implements Executive Order 14398 through GSA Class Deviation RFO-2025-12 Supplement 26-02, plus updates through FAC 2026-01.
- Drones and unmanned aircraft systems: GSA awards only those on DCMA's Blue UAS Cleared List.
- End-of-Support expectations for product offers: if an item's projected End-of-Support date is three years or less away, GSA may ask for more information.
- The National Stock Number column is removed from the FCP Product file. Only authorized AbilityOne resellers may list an NSN, in the Manufacturer Part Number field.
- SIN 311423 retired, and a new SIN 518210GM for the Grants QSMO Marketplace.
Refresh 31
- Made Transactional Data Reporting mandatory for every MAS SIN.
- Contractors not yet on TDR moved over through Mass Mod A909, which GSA asked them to accept no later than 60 days after issuance.
- Monthly TDR reports are due within 30 calendar days after month-end, including zero-sales months. See the TDR guide and how to check a TDR file.
GSA's notices describe planned changes and drafts. The final solicitation refresh and the mass modification you receive govern.
Seven steps for every refresh
- Step 1
Read the refresh's Significant Changes document
GSA lists every refresh on the Vendor Support Center's MAS Solicitation Refreshes page, with a Significant Changes document and the solicitation-level SF30. For an upcoming refresh, GSA posts an advance notice on its Interact MAS community first.
- Step 2
Mark the changes that touch your SINs
Most changes apply to specific Large Categories, subcategories or SINs. Note which ones affect the SINs on your contract, and which apply to every contract.
- Step 3
Accept the mass modification before its deadline
Each refresh reaches existing contracts through a mass modification with an acceptance window. For Refresh 33, GSA's notice says the mass modification must be accepted no later than 90 days after it is issued. If you miss one, the contract-level SF30 you receive later can bundle the changes from several refreshes.
- Step 4
Review new clauses and representations
Refreshes add and update clauses. Read each new clause and any representation it asks you to make before you accept.
- Step 5
Update your catalog and price files
Some refreshes change what your FAS Catalog Platform files may contain. Refresh 32, for example, removed the National Stock Number column from the FCP Product file.
- Step 6
Check the product-specific rules if you sell products
Refresh 32 added End-of-Support expectations for product offers, and Refresh 33, planned for October 2026, is set to add a product-substitution requirement. Read the exact wording in the final solicitation for your Large Category.
- Step 7
Keep monthly reporting on schedule
A refresh does not pause Transactional Data Reporting. Monthly reports are still due within 30 calendar days after month-end, including zero-sales months.
